These attacks have resulted in injuries to people and animals, with some victims requiring hospital treatment, family pets killed and dogs responsible for attacks euthanised.
Reports increased from 130 in 2024/25 to 142 in 2025/26.
Reports of wandering dogs also rose from 181 to 195, and council impounded 398 dogs during the past financial year.
Council said it was taking a zero-tolerance approach to irresponsible dog ownership and was warning owners that failing to contain and control their dog could have life-changing consequences.
Mayor John Dougall said the increase in reported attacks was concerning and reinforced the importance of responsible pet ownership.
“Dogs are an important part of many Mitchell Shire families, but owning one comes with a clear responsibility to protect other people, pets and animals in our community,” Cr Dougall said.
“The majority of owners do the right thing. However, the consequences can be devastating when a dog is allowed to wander or isn’t kept under effective control.
“No family should have to deal with a serious injury or the loss of a beloved pet because another owner failed to meet their responsibilities.”
Council will take enforcement action when dogs are found wandering, uncontrolled or involved in an attack.
Since July 1, 2025, dogs must be kept on a leash in public places across Mitchell Shire, except in designated off-leash areas.
Irresponsible pet owners can also be faced with infringement.
Current infringements
- $418 for failing to register a dog or cat;
- $314 when a dog is found wandering at large during the day;
- $418 when a dog is found wandering at large at night, and;
- $523 for a non-serious dog attack.
Serious attacks and repeat offending may be referred directly to court rather than dealt with through an infringement.
A court may impose fines, order the owner to pay court and council costs and expenses incurred by the victim, ban the person from owning a dog for up to 10 years, or, in extreme circumstances, impose a prison sentence.
Council may also seize a dog or declare it dangerous or menacing.
In some cases, a court may order that the dog be euthanised.
“Council will continue educating the community, but where owners put others at risk, we’ll take appropriate enforcement action,” Cr Dougall said.
“We’re asking every dog owner to check their fencing and gates, follow the on-leash requirements and make sure their registration details are current.
“These simple actions can prevent an attack and help keep our community safe.”
Residents should report wandering or uncontrolled dogs to council on 5734 6200.
After hours, residents should contact council if a dog is wandering, behaving aggressively or had been involved in an attack.
If the dog is calm and it is safe to do so, it may be contained while council is contacted.
People should never approach or attempt to contain an aggressive dog.
