The detailed concept design brings the pavilion in line with AFL and Netball Victoria requirements, while featuring separate spaces for social functions and changerooms.
The concept design will form part of detailed design documents to be used in future grant applications and construction tenders by the council.
Moira Shire Council Chair Administrator Graeme Emonson said that because refurbishment of the existing facility was not feasible, the council was considering replacing it with the new building.

“Modern sports infrastructure is key to helping to promote local sport and encourage wider participation,” he said.
“We know that the current building doesn’t meet users’ needs and that the community has been advocating for a new space which meets current and future standards.
“Progressing this to the detailed design work stage is part of the council continuing to work towards improving facilities for user groups.”
The detailed design stage of the pavilion is expected to be completed in 2025-26, after which time the council will pursue external funding for the building works.
