South Australia Premier Peter Malinauskas said the government had a duty to lead "systemic change" while handing down a five-year plan responding to recommendations of last year's royal commission.
About 129 of 136 recommendations were accepted by the state government after the year-long investigation, sparked by the deaths of four SA women in a week.
"Tragically, every single week that passes by somewhere in Australia, we see women unnecessarily harmed at the hands of domestic violence perpetrators," Mr Malinauskas told reporters on Tuesday.
"In South Australia, we have had a position of leadership in the past, when we have fallen behind when it comes to our investment in tackling domestic violence, but also our policy responsibility."
Mr Malinauskas announced new legislation to regulate home delivery of alcohol, among the reforms under the five-year plan.
This includes restricting same-day online delivery of alcohol to between 10am and 10pm.
A minimum two-hour safety pause will also be introduced between sale and delivery.
"We committed to reforming South Australia's liquor laws in recognition of the role alcohol plays in fuelling and exacerbating family and domestic violence," SA Police Minister Michael Brown said on Tuesday.
"These landmark reforms are an important step towards strengthening the regulation of online alcohol delivery to reduce alcohol-related harm and better protect victim-survivors."
The plan, called Building Safer Futures, aims to guide the state on how to respond to the royal commission's recommendations.
"The implementation plan is an early blueprint of how we will respond to the 63 recommendations accepted in full, 19 in part and six noted," the government said.
In December, the government pledged a round-the-clock support line, and 100 specialist police officers in its $674 million response to the royal commission.
There will also be an Independent Impact Advisory Panel that will review implementation progress, system development, the achievement of outcomes, and longer-term impact.
Commissioner Natasha Stott Despoja, who handed down her report in December, found the domestic, family and sexual violence system in SA was fragmented and crisis-driven.
"There's no single point of leadership within the government for the domestic and family violence system and … no one is held responsible for when services fail people or fail to support victim-survivors," Ms Stott Despoja said.
